While re-reading the GRT 2020 GPS manual, I found my missing settings for why the EchoUAT failed the ADS-B compliance test. This is INCORRECT - The "GPS Certification Level" should be "A or B" per uAvionix technical support  It was simple enough to change the 3 settings. Unfortunately I didn't have time for a test flight today, but I feel confident this is the source of my issues I encountered last weekend.
